PA Phone Ban: What to expect

We’ve all heard about the recent proposal for a “bell-to-bell” phone ban in PA, but I think it’s important that everyone knows where it comes from and what might happen if it does get passed. 

The making of this ban comes from the concern for students’ mental health and academic performance. It’s not shocking to anyone that using your phone in class would cause a person’s grades to drop, but PA Senators seem to be more concerned with how phones affect teenagers’ mental health. Studies published in the journal Pediatrics and the Journal of Human Development and Capabilities found that adolescents given phones are more prone to experience serious mental health problems such as depression. 

Of course not everything about this bill is great, the biggest problem being safety. Parents are worried about not being able to contact their child in case of emergencies. Another case against this ban is how effective it is.  In fact, a study done by the University of Birmingham suggests that there was not a significant difference in academic performance between schools that experienced a ban on phones and ones that did. 

So far, the Senate has passed the ban, but for it to be fully implemented, the House needs to pass it as well and then it would have to be signed off by our Governor. So, what would happen if this gets fully passed? The ban wouldn’t be implemented until the 2027 – 2028 school year because schools would need to figure out how to store them if they choose to (Schools are not required to lock up phones. Most schools will probably decide to have students keep their phones in backpacks or lockers). There are a few exceptions to this ban; students with medical or other needs (such as diabetes) are permitted to carry their phones.

I personally don’t think there should be a statewide ban on phones in school and that it’s best left to each school individually, but I understand the concern posed by the impact phones may have on the mental health of both peers AND adults.
